(2) Others of sufficient means and sporting inclination, whose interest as owners is sustained to a considerable extent by (a) the attractions of betting, or (b) the commercial aspect of their activities as breeders. (3) Those whose interest and policy is dominated by betting. A clear line cannot be drawn to divide the first category from the second.»
